Meta-humans comprise a small minority of the population, less than one half of one half of one percent of the 320 million resident of the United States and the 7.5 billion the world over. Yet, they exist, not merely confined to the pages of comic books or the frames of summer blockbusters. They’re your neighbors, your coworkers, the waitress at your favorite diner, or the driver of the Uber you ordered last week. Meta-humans are integrated into general society, although anti-discrimination ordinances do not cover meta-human status, which is subject only to rational basis scrutiny, the same as other unprotected categories.
However, before a meta-human child reaches adulthood, they are expected to learn to control their powers. The only institution within the United States capable of providing that education is the Hammel Institute. Attendance is mandatory, and tuition, including room and board, is free.
Established in 1932, the Hammel Institute is the oldest meta-human academy in the world. Located in small-town Pilot Ridge Vermont, located roughly 30 minutes from downtown Burlington. Pilot Ridge, as a result of the presence of the Hammel Institute, is the meta-human capital of the United States, boasting a disproportionately large adult population in addition to the ever-shifting students attending the Institute. Students typically manifest between the ages of 11 and 14, as puberty begins. The school provides a stellar education in addition to the power training lessons required by law, and when a student graduates, they are free to live anywhere in the U.S. or the world, although many choose to stay for the familiarity and the meta-human community.
